EmerGeo Installs WebEOC in Major Oil and Gas Company


Abu Dhabi Marine Operating Company (ADMA-OPCO) Installs WebEOC Crisis Management Software.

EmerGeo Solutions of Vancouver, B.C. is please to announce that the Abu Dhabi Marine Operating Company (ADMA-OPCO) located in the United Arab Emirates has installed the WebEOC crisis management software program.

Abu Dhabi Marine Operating Company (ADMA-OPCO), is a subsidiary of Abu Dhabi National Oil Company (ADNOC) and a pioneering oil and gas producer whose operations are centered in the offshore areas of Abu Dhabi. Oil and gas production comes from two major fields: Umm Shaif and Zakum. Zakum is one of the world’s largest offshore oil fields. The crude is collected from these fields using giant steel structures called supercomplexes, and then transferred to Das Island, a nearby industrial base, for processing, storing and world export.

For years, ADNOC and its group companies, including ADMA-OPCO, has committed itself to high standards of Health, Safety and Environment (HSE) performance. Great emphasis is placed on the prevention of injury to the workforce, pollution and harm to the environment, and property damage, fire, and security breaches. The ADNOC Health, Safety and Environment Management System Guidelines require that a process be in place to identify, document and address credible health, safety and environmental incident scenarios.

WebEOC software has been implemented by ADMA-OPCO to support these HSE goals by providing a standardized web-based incident management system. The system will enable critical and relevant information on incidents and events, procedures and tasks, and resources to be shared among corporate decision-makers in real-time. Plans and procedures can also be tested using an incident simulator built into WebEOC.

EmerGeo GIS Deployed as Pilot for WA Emergency Management

The Fire and Emergency Services Authority of Western Australia (FESA) has
selected the EmerGeo GIS suite of applications to undertake a pilot project to
support cross-agency emergency management.

FESA has made a commitment to leverage the State Government’s Shared
Land Information Platform (SLIP) to improve the Emergency Management
(EM) community’s capability to access and disseminate spatial information for
use in the delivery of emergency services. The EmerGeo web server and
smart-client have been configured to support the development of a SLIP EM
Portal for a twelve month pilot project.

The Shared Land Information Platform is being developed as a common facility
across all the government, commercial and civil lines of business that have a
requirement for geospatial data and services. SLIP represents an exciting new
whole of government approach to shared information services to facilitate
improvement of business processes and systems which use land information.
A number of Western Australian Emergency Management Support Plans
(WESTPLANS) have been developed to provide a framework for managing
various emergency scenarios. The focus of the SLIP EM Portal is developing
support systems for incidents that are governed by the WESTPLANS for
HAZMAT, Wildfire, Land Search and Rescue and Marine Search and Rescue.
The EmerGeo suite was evaluated as meeting the requirements of the SLIP EM
Portal to develop and provide scenario tools to support Hazard Management
Agencies as a first step towards broader emergency response types.
Spatial Vision, supported by the solution’s Canadian developers, EmerGeo
Solutions, deployed the software in Western Australia and provided user
training to enable the SLIP EM team to implement the EmerGeo package for
key Emergency Management agencies for the pilot project.

The SLIP implementation of EmerGeo was used to support a recent cross
agency exercise. The feedback from the SLIP EM team was that EmerGeo “had
only been installed for about a month, and its performance was excellent.
We had no significant issues reported, and the user feedback received was
positive. There were obviously some issues in terms of how it was being
used within the cross-agency processes, but these were expected and will
be addressed during the pilot roll-out.”

Gold Coast City Council Deploys Emergeo GIS

The Gold Coast City Council has deployed EmerGeo GIS to support incident response activities in their Disaster Coordination Centre.

The Council operates a Disaster Management Plan that provides details of disaster prevention, preparedness, response and recovery arrangements. The primary objective of the Plan is to ensure a coordinated effort by all responding agencies during a disaster event. The Council maintains a Disaster Coordination Centre which is activated in the event of a significant disaster affecting the Gold Coast. Storms and local flooding are the most common incidents that impact the area. Council officers are responsible for coordinating the response in conjunction with the assistance of liaison officers as representatives of the lead responding emergency services.

As part of its preparedness, the Council has an established Disaster Management Unit that operates EM2000 software as its incident management system. Until recently, the mapping of incidents was undertaken separately in a standard desktop GIS.

To improve the efficiency of planning, incident response and recovery, the Council engaged Spatial Vision to deploy the suite of EmerGeo tools. A key benefit of using EmerGeo is its interface to EM2000, which enables DMU officers to directly record and visualise features of incidents and response planning.

The EmerGeo GIS software from EmerGeo Solutions Inc in Canada can also be interfaced with the WebEOC incident management software suit and a range of emergency scenario modelling packages.
